<p>On June 24, 2025, the presentation of the monograph “Regional Economy: Strategic Decisions, Development and Management” took place in Veliky Novgorod.</p> <p>The Minister of Investment Policy Nosachev D.L. delivered a welcoming speech to the participants of the scientific event. Denis Leonidovich noted that the monograph was written by economists of our university in collaboration with colleagues from the Baltic Federal University, universities of Moscow and Siberia. The book was published by the largest publishing house of business literature in the country – "INFRA-M" (Moscow). Nosachev D.L. emphasized that the monograph is the result of the collective work of experienced scientists, teachers and business practitioners with extensive experience in research, educational and practical economic and managerial work. Denis Leonidovich noted that the monograph examines a wide range of issues of regional economy: strategic management of regional projects and risks, sustainable development and economic security of regions, the impact of innovation and demographic processes on regional development, the role of clusters, agglomerations and measures to support entrepreneurship in regional socio-economic development.</p> <p>Vice-Rector for Research and Innovation of the Yaroslav-the-Wise Novgorod State University A.B. Efremenkov pointed out that the monograph edited by Doctors of Economics O.P. Ivanova, V.M. Tumin and Candidate of Economics V.A. Trifonov is a comprehensive analysis of strategic management issues in the regional economy. Andrei Borisovich believes that economists substantiate the demand for project management in the regional economy at a high theoretical and methodological level, and emphasize the need for a wider use of project methodology in the processes of making management decisions.</p> <p>Head of the Center for Sustainable Development and Environmental Health of the Russian Academy of Sciences, co-chairman of the Consortium and the Moscow Club for Sustainable Development, Corresponding Member of the Russian Academy of Sciences V.M. Zakharov emphasized that the book pays special attention to issues of sustainable development of regions in his speech. According to V.M. Zakharov, the authors reasonably consider territories as independent economic entities capable of influencing production, environmental and socio-economic policies. The work analyzes the impact of innovation and demographic processes on regional development, as well as the role of clusters, agglomerations and measures to support entrepreneurship in regional socio-economic development.</p> <p>Professor of the Department of Economics and Finance at MGIMO, Doctor of Economics, Professor Yu.A. Levin emphasized the importance of the authors' consideration of the humanitarian component in regional development, including the role of culture and education. According to Yuri Anatolyevich, the monograph substantiates the need to consolidate the efforts of all interested parties to ensure sustainable development.</p> <p>The professor of the Department of Economics and Management of Enterprises and Industrial Complexes, Doctor of Economics, Professor V.A. Balukova noted in her review that “the book is dedicated to the widest range of issues of regional economy and crowns the efforts of the team of authors (17 people) to study various vectors of regional development in the context of strategic tasks of increasing the country's innovative potential. It can be called an encyclopedia of modern economic activity of territories and regions, so multifaceted are the spheres of intersection of sustainable economic development, improvement of management techniques, regional support of business entities, problems of demography, ecology and many others presented in it. In this regard, the subject matter of the monograph is undoubtedly relevant. <p>This article provides a detailed analysis of Standard No. 9, developed and published by the Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI), headquartered in Bahrain. This standard plays a key role in the development of Islamic finance in Russia. Understanding and applying AAOIFI standards, especially in the area of governance, is essential for the successful implementation of Islamic financial instruments in the Russian market. The presented translation is the first professional translation into Russian of AAOIFI standards on the governance of Islamic financial institutions, which is an important stage for the development of the sector. Interest in Islamic finance in Russia, especially in regions with a Muslim population, is growing, since many residents of these regions have limited access to traditional banking services due to religious beliefs. Islamic finance based on the principles of Sharia offers an alternative. The presence of potential demand is an argument for expanding the supply. However, widespread implementation requires the creation of an effective Sharia control system that guarantees compliance of transactions with the principles of Islam. Developing such a system is a complex task that requires the involvement of experts in the field of finance and Sharia. AAOIFI Standard No. 9, discussed in this article, is an important step, offering international practices in the field of accounting and management of Islamic financial institutions. <p>In conditions of a high degree of uncertainty, enterprises have difficulty with making decisions, assessing the current situation, and predicting future activities. The risk accounting and risk assessment in such a situation becomes an important task for improving the activities of enterprises and improving the management system in circumstances of instability. The object of this research is oil and gas industry enterprises. In earlier researches, the authors identified specific features of oil and gas industry enterprises and showed that this industry is one of the high-risk industries, including environmentally hazardous ones. Based on the earlier researches analysis and content analysis of the reports of the largest oil and gas enterprises, the main inherent risks in these enterprises are highlighted at the present time. For this purpose, qualitative methods of risk analysis were used and, as a result, ecological and economic risks were classified into certain groups. Identification of these risks formed the basis of the present research. During this research, the authors analyzed various methods for assessing environmental and economic risks according to various criteria and selected the most acceptable ones in terms of accessibility of information and strategic objectives of the company's management. As a result, the authors proposed an integrated model for environmental and economic risks assessment, which can be used for a preliminary assessment of the risks of oil and gas industry enterprises. The developed model allows to get a general understanding of the financial, economic and environmental state of the enterprise. This is necessary to identify "bottlenecks" in the company's management system, determine further actions in the business process, and make more professional forecasts. The purpose of the research is to improve the risk assessment approach based on the development of an integrated model for complex accounting of environmental and economic risks of oil and gas industry enterprises. To achieve this purpose, the following tasks were solved: risk assessment methods were analyzed, environmental and economic risks were divided into groups of criteria, risk assessment models for each group were selected, the Gazprom PJSC risk assessment model was tested, and the results of calculations were interpreted. <p>This article develops methodological approaches to evaluating the alignment of a company's personnel remuneration system with its sustainable development goals. As Russian companies increasingly implement sustainable development initiatives, greater attention is being paid to human resources and remuneration. Quantifying the alignment of personnel remuneration with an economic entity's sustainable development goals is becoming crucial to build a competitive compensation system. The study's methodological basis is the concept of sustainable development; methods employed include analysis and synthesis, abstract-logical methods, detailing and generalization techniques, and a systems approach to studying socio-economic processes. The research identifies priority areas for aligning personnel remuneration systems with the sustainable development agenda. A system of analytical indicators is proposed to assess the contribution of personnel remuneration to sustainable development. The article also examines aspects of the organizational and methodological support for evaluating personnel remuneration systems from a sustainable development perspective. Integrating the indicators studied and presented in this research into the economic entity's accounting and analytical system creates an information base for management decisions aimed at ensuring sustainable development. <p>The article examines the fundamental role of innovative development in the modern world and its impact on the economic prosperity of the state. The concepts of innovation and innovation activity, their impact on the social and economic aspects of society are analyzed. The article examines the evolution of innovation activity in Russia over the past two decades. The historical context of innovation development in the country is analyzed. The article highlights the key problems of innovation development, and notes the lack of an integrated approach to innovation support. The paper suggests ways to solve these problems through the creation of an effective incentive system both within companies and in order to attract external partners. Considerable attention is paid to the role of tax policy as a tool for stimulating innovation, emphasizing the need for an integrated approach to assessing the effectiveness of tax incentives and their impact on innovation activity. The analysis of the current state and prospects for the development of innovation activities is carried out, practical recommendations are proposed to improve the situation in this area, including the following key areas: creation of technological infrastructure through the formation of national platforms and technology centers with a full set of necessary resources and conditions for the implementation of innovative projects; strengthening government support by increasing funding for innovation from both the state budget and through attracting private investment in this area; modernization of the educational system to train qualified specialists, which requires the introduction of modern teaching methods and innovative technologies into the educational process; creation of a favorable environment for the development of innovative companies, including tax incentives, simplification of administrative procedures and comprehensive support for small and medium-sized businesses; a demonstration effect of the introduction of innovations in the public sector, which can become a catalyst for the development of innovation in the private sector of the economy. </p> <p><strong>Keywords:</strong> business angels, investment activity, innovation, innovation activity, innovative development, innovative projects, tax policy, innovation promotion, technological progress, economic development</p> <p><strong>References</strong></p> <ul> <li class="show">Batov G.KH. <p>The study revealed a significant relationship between political and marketing trends, which is confirmed by the growth in political advertising volumes and its impact on digital advertising channels. The increase in the share of political advertising leads to a rise in key metrics such as Сost per Thousand Impressions (CPM) and Cost Per Action (CPA), which forces advertisers to reconsider their strategies and approaches to advertising investment. Special attention was given to various approaches for adapting advertising expenditure management strategies in the context of increased political activity in the market. The study examined options for reallocating budgets between different advertising channels, including digital platforms, as well as approaches to optimizing advertising campaigns to achieve maximum effectiveness amid rising costs. The article also emphasizes the need for changes in the tactical directions of marketing teams' work. Adapting marketing strategies in times of political instability involves not only reacting promptly to shifts in the political environment but also using digital analytics tools to identify accurately the target audience and maximize the effectiveness of advertising budgets. <p>The relevance of the research topic is due to the active development and emergence of new technologies for marketing research of user experience within platform ecosystems. The object of research is the Yandex platform ecosystem, and consumer research tools and methods within the platform ecosystem are considered as the subject of research. A single platform allows creating a unique network of services and partners. The theoretical review examines the relevant tools described in the works of domestic and foreign authors, which are currently used for marketing research. An assessment of their capabilities and prospects of use for platform ecosystems has been carried out. In the article, special attention was paid to such marketing concepts as Jobs To Be Done (JTBD), Customer development (CustDev), the method of persons, customer decision making (BDP). These tools allow identifying the tasks that the product solves from the customer's point of view, as well as providing a deep understanding of user needs, optimizing the purchase process on the target platform, and improving the user experience. The empirical part was based on the description of an example of a hypothesis study on the importance of familiarizing consumers with the rules of a board game in the decision-making process to purchase this category of goods in an online store. A comprehensive approach was implemented, including market data analysis, questionnaires, contextual interviews, and mapping the user's path to verify the proposed hypothesis. The results of the conducted research for various persons confirmed the hypothesis, demonstrating that the majority of respondents attach significant importance to access to the rules of the game before making a purchase. The analysis of the decision-making process revealed the presence of several successive stages: awareness of the need, search for information and comparison of alternatives. It was found that the occurrence of a barrier at any stage leads to an immediate transition of the user to alternative suppliers. The novelty of the research results lies in the empirical confirmation of the influence of the availability of information about the rules of the game on the purchase decision within the framework of the platform ecosystem. Existing work mainly focuses on the overall optimization of user experience in ecosystems, without paying enough attention to specific factors influencing customer decision-making in narrow niches. <p>The article presents the results of a study of the dynamics of key indicators of bilateral trade between the People's Republic of China (PRC) and the Russian Federation (RF). Based on the general statistical indicators of imports and exports between the countries studied from 2013 to 2022, the interrelations within the framework of trade cooperation between China and Russia, as well as Russia's economic growth, are presented. In the process of studying statistical data, the authors used such research tools that, based on empirical experience, show more reliable results. In particular: the VAR model, impulse response, analysis of variance, and other methods for conducting empirical data analysis of Sino-Russian trade volume of imports and exports and Russian economic growth. Based on the results of the use of predictive models, the most appropriate ones were selected from the perspective of choosing optimal models for analyzing/predicting dynamic data series. The results of the study show that Sino-Russian trade plays a role in contributing to the economic growth of the countries. In recent years, in the context of a dynamically changing global economic and financial sphere, there has been an active growth in trade and other financial interaction between countries. To implement the scenarios of progressive development of both countries, it is necessary to maintain the existing growth rates of cross-country trade cooperation aimed at developing key industries in China and Russia. With the introduction of economic and financial sanctions by unfriendly countries, the economies of the countries are reorienting. New ways and channels of international trade are being sought, as evidenced by the data from the time series under study; the key economic paradigm of cooperation between countries is changing, taking into account bilateral adaptation to emerging constraints. <p>The article explores the potential of generative artificial intelligence to transform customer experience and create innovative approaches to interaction with consumers. The relevance of the work is due to the rapid development of generative artificial intelligence technologies, such as ChatGPT, Gemini and others, as well as the growing business demand for personalization and automation of customer communications. The purpose of the study is to systematize innovative methods of using generative artificial intelligence (GAI) in interaction with clients, assess their benefits and identify key risks associated with implementation. The methodology is based on a systematic analysis of scientific publications, cases and data related to this area of research using general scientific methods: comparison, synthesis and logical generalization. It is shown that GAI is able to improve interaction with clients radically through hyper-personalization, proactive support, empathic interaction and joint value creation. However, successful implementation requires overcoming technological, ethical and organizational challenges, including the problem of GAI “hallucinations”, data bias, high costs and the need to retrain personnel. The scientific novelty of the work lies in a comprehensive classification of approaches to the use of GAI at all stages of the customer journey, as well as practical recommendations for their implementation. The results of the study can be useful for business leaders striving for digital transformation and can be used to optimize service, increase customer loyalty and create a sustainable competitive advantage. <p>High-tech industries, being the basis of the country's innovative development, are becoming the object of increased interest from scientists, experts and the state. The search for tools that will improve the efficiency of enterprises in this sector of the economy is the most important task on the path to becoming a strong and independent country. In the era of digital transformation, digital ecosystems are becoming one of these tools, the use of which in the activities of high-tech enterprises opens up new opportunities for their innovative and digital development. At the same time, industrial enterprises of high-tech industries can choose to create their own digital ecosystem or join third-party ecosystems. For the most part, industrial enterprises choose the second option, due to the high investment burden of the first one. The purpose of this article is to identify the main directions in which enterprises in high-tech industries use third-party digital ecosystems for their innovative, digital and economic development, as well as to identify risks and constraints that hinder the integration of these enterprises into digital ecosystems. Within the framework of this article, the authors analyzed statistical data on the causes and directions of the use of digital ecosystems by business as a whole and considered the digital ecosystem formed by the Ministry of Economic Development of the Russian Federation for the purposes of accelerated digital transformation of industrial enterprises, including high-tech industries. This ecosystem is based on a digital platform, the characteristics of which are presented in the article. <p>Modern economics requires the systematization of the theoretical foundations of technology transfer to improve the process of commercializing new products and technologies. The problem addressed by this research is the insufficient depth of elaboration of the conceptual foundations of technology transfer and the lack of theoretical studies on the genesis of technology transfer. Research purpose: based on an analysis of classical economic theories conducted from the perspective of technology transfer, the study aims to examine the evolution of this concept and, using the results of the analysis, present the author's perspective on the definition of “technology transfer”. The scientific novelty of the research lies in the evolutionary approach to the phenomenon of technology transfer, which allowed for the articulation of the author's view on the essence of the definition “technology transfer” as a set of activities carried out by economic development actors to improve the population's standard of living. The practical significance of the work lies in the potential use of the obtained results in developing technological development programs. The article employed the method of evolutionary analysis, which allows tracing the development of scientific thought in a historical context through the successive transformation of theoretical concepts. Two main periods in the formation of the concept of "technology transfer" are considered in the article. The first period extends up to the mid-20th century, during which the issue of transferring new developments and technologies was indirectly addressed within the framework of the general theory of international trade. The second period began after the end of World War II when the concept of "technology transfer" emerged as an independent area of research. In the course of the study, key socio-economic, geopolitical, and legal factors that significantly influenced the development of the global technology transfer market and the concept of technology transfer itself were identified. In the concluding part, it was concluded that a systemic approach is necessary to reveal the essence of the definition "technology transfer", and it is impossible to formulate a final list of activities implemented during the technology transfer process. Three main participants in technology transfer were identified: sources of technology (the research sector), consumers of technology (industrial enterprises), and the state as a regulating and stimulating body. It facilitates the introduction of new technologies, optimization of business processes, improved interaction with customers, enhanced security and other positive changes. Construction is one of the key sectors of the Russian economy. Introduction of IT-technologies in this sphere today is the most important factor in improving the efficiency of construction organizations and the development of the industry as a whole. Hypothesis of this study: the impact of information technology on strategic management in construction is multifaceted and requires a systematic approach. The methods of analysis, comparison, synthesis, classification, collection and generalization, the method of graphical display of information were used in the work. The article investigates the impact of digital transformation on the processes of strategic management in the construction industry. The paper also pays attention to the peculiarities of application of modern information technologies, such as BIM modeling, cloud platforms, big data analytics, design automation and monitoring systems. Important aspects within the research of this issue are the analysis of challenges and prospects arising in the course of digital transformation of the construction industry taking into account the peculiarities of the Russian economy, identification of the main trends, identification of key areas to accelerate the introduction of innovative technologies, assessment of regulatory and legal regulation and training of qualified personnel required for the successful implementation of projects using modern information technologies. Successful digital transformation can be a key factor in achieving sustainable growth and improving the competitiveness of organizations in a rapidly changing market environment. <p>Regional economic development is influenced by many factors, some of which have a destabilizing effect on the economy and become modern challenges for Russian regions. Therefore, the purpose of this paper is to study the features and identify groups of similar regions by the type of regional economic development in the context of modern challenges. Research methods. The author proposes an approach to assessing the effectiveness of regional economic development in the context of modern challenges, which includes cluster analysis based on indicators of the efficiency of using regional labor resources, labor intensity of the region and GRP per capita. The choice of indicators is determined by the purpose of the study. Main results. As a result of the cluster analysis, the author obtained 5 clusters that include similar regions in regional economic development. According to the results obtained, the most effective in regional economic development are clusters predominantly consisting of export-oriented raw material regions, which is due to their territorial development features, the availability of resources and their contribution to the national economy. At the same time, the least effective in regional economic development are clusters that mainly include border territories. The author identified the reasons for classifying Russian regions into one or another cluster, defined the main threats to regional economic development, and proposed strategic development directions (supportive, accelerated or preserving development) for the identified clusters. <p>The purpose of the study is to analyze theoretically and evaluate the impact of economic activities on the results of regional economic growth. At the present stage of development, the regional economic system lacks accurate estimates of the optimal distribution of internal resource needs in the context of market functioning. For this reason, a model of the regional economic system was designed based on the breakthrough digital technologies of industry 4.0. Structural changes in the region's economy require the adaptation of strategies that take into account the specifics of local resources, competitive advantages and the needs of the population. This implies the introduction of flexible planning tools that allow for rapid response to changes in the economic environment and preferences of citizens. An analysis of the dynamics of economic growth indicators in Russia for 2004-2023 revealed a close correlation. Based on this, regional economic ties were identified. Based on the spatial and temporal transformation model, which includes the localization coefficient, the article identifies the dominant types of activities that allow the export of goods and services outside the region, support, contribute to meeting intraregional market needs, and are less developed, i.e., the development directions of which are associated with the formation of their own industries independent of imports. The types of economic activities that serve as "growth engines" for the entire regional economy have been identified, which should lead to progress in the competitiveness of the territory and prospects for the growth of its business activity. Taking into account the identified correlations and regional peculiarities, more differentiated approaches to economic policy have been developed aimed at stimulating growth in lagging regions, as well as using the potential of more developed territories to create additional economic ties and synergies. <p>Competition for personnel in modern conditions is increasingly going beyond individual companies, becoming territorial. In this context, the living environment in the region plays a key role in attracting and retaining personnel. Companies that invest in the development of social infrastructure, educational programs and improving the quality of life in their regions receive significant competitive advantages in the labor market. The article analyzes successful examples of urban environment transformation with business participation based on data from the Business and Territories program implemented by the Platforma Social Design Center. The study covers cities with pronounced industrial potential, relying on an expert survey and statistical data from regional authorities for 2021-2024. The article considers business motives for participating in urban transformation, including reducing dependence on a single source of resources, strengthening the social brand, and competition for personnel. As part of the analysis of 2021-2024 data, conducted in various industrial regions of Russia, such as Tatarstan and the Krasnoyarsk Territory, it was revealed that business is beginning to be perceived as a key factor in the stability of the region. Companies such as Gazprom, LUKOIL, Sibur, and Rosatom are actively investing in social projects aimed at improving living conditions. These investments include housing construction, improving healthcare infrastructure, and supporting educational programs. The authors also studied the main problems and limitations of existing ratings of social development of territories, and proposed alternative approaches to assessing the contribution of companies to the development of the urban environment.
