SMALL BUSINESS IMPACT ASSESSMENT ON REGIONAL DEVELOPMENT

Abstract

Being an integral part of the market environment, small and medium-sized enterprises (SMEs) play a crucial role in the development of the regional economy in Russia. However, the growth rate of this sector in Russia and its impact on socio-economic development is considerably lower than in developed countries. The long-term support of SMEs taken on the national level could not significantly correct the current trend. The presence of a correlation between the level of development of small and medium-sized enterprises in a particular region and the growth rate of its economy, the welfare of the population is confirmed by the results of many scientific studies. However, research findings confirm that there is a correlation between the level of SMEs development in a certain region and the growth rate of its economy and the prosperity of its citizens. At the same time, regions differ from each other in a number of aspects, and the impact of SMEs on the socio-economic development of the territories differs as well. The aim of the article is to evaluate the contribution of small enterprises to social, economic and investment development of the constituent entities of the North-West Federal District territories of the Russian Federation. Based on the available statistics, we singled out leading regions and regions-outsiders with the help of three indicators: the proportion of the number of employees in small enterprises in the total number of employees in the economy of the subject; the proportion of the turnover of small enterprises in gross regional product; the proportion of investments in fixed assets of small enterprises in the total amount of investments of the entity. Obviously, high contribution of small businesses in the region's economy determines their significant role in social development and investment sphere. The typology of the regions can be used to adjust measures to support small businesses, taking into account the problems and characteristics of regional development in order to increase the effectiveness of managerial impact.
