DIGITALIZATION OF PUBLIC ADMINISTRATION IN RUSSIA: ISSUES OF TRANSFORMATION AND CURRENT MANAGEMENT TASKS

Abstract

The article discusses the principles of design, implementation, and development of digital public administration in Russia, the goals and objectives pursued by public authorities in implementing this digital transformation of their performing functions, planned results and assessing the impact on the social and economic development of the state. There is a need to optimize and improve the quality of public administration through the implementation of new forms of interaction between citizens and government at various levels and on a wide range of topics. The use of information and communication technologies, new forms, methods, and technological solutions in the public administration system provides opportunities for building effective dialogue between civil society and local government. Digitalization enables one to implement goals and objectives of public administration, ensures openness of government institutions and supports human-oriented approach in state management solutions. The article also describes the possible options for implementation of new digital solutions in the system of regional and municipal government, including the system of interdepartmental communications and the formation of a talent pipeline. System of digital public services can be used the recruiting managers and executives for the system of state and municipal administration, both at the national and local levels.
