OPPORTUNITIES FOR DEVELOPMENT OF INCLUSIVE TOURISM IN RUSSIA: REGIONAL EXPERIENCES

Abstract

The article examines the preconditions and prospects for development of inclusive tourism in Russia. International legal aspects of the state’s responsibilities to people with disabilities are considered. An analysis of the age groups of people with health limitations shows that 38% of persons in this category are under 60. In this regard, the development of inclusive tourism is a significant social phenomenon. Problems in the field of rehabilitation of disabled people are identified, which are designed to solve the development of inclusive tourism. Examples of successful tourism business for people with disabilities in the capital regions of Russia are given. The purpose of a specific study was to determine the prospects of Veliky Novgorod as an inclusive tourism destination. At the moment, the city has enough facilities to welcome both individuals and groups. The city has upscale hotels and tourist buses adapted to accommodate tourists with disabilities, including low-mobility categories of citizens. Knowledgeable and savvy guides can conduct a sightseeing tour to any tourist and they can adjust their guiding to the needs of this target group. A certain difficulty in the further development of inclusive tourism is caused by the lack of a clear methodological and legislative framework and a favourable urban environment for people with limited mobility. Due to the low level of income of people with disabilities, one need to attract funds from charitable foundations and state support for this initiative.
