INTER-MUNICIPAL COOPERATION IN THE FORMAT OF TWINNING RELATIONS AS A NON-ECONOMIC METHOD OF ECONOMIC DEVELOPMENT OF THE REPUBLIC OF CRIMEA

Abstract

The article examines the process of establishing and transforming interregional cooperation of the Republic of Crimea at the level of municipalities as a non-economic method for the development of economic ties in the context of the application of economic and global restrictions to the region. The twofold destabilizing nature of the consequences of the restriction is indicated. The stages of interregional cooperation in the format of twinning relations have been determined, the specifics of interaction of municipalities of the Republic of Crimea with Russian and foreign partners-municipalities have been analyzed. The role of non-governmental public organizations in the establishment of interregional cooperation at the level of municipalities is revealed. It was pointed out the need to institutionalize the process of inter-municipal cooperation in the format of establishing twin-city relations; considered the experience of the municipal formation of Yalta (Republic of Crimea) in creating a specialized department for external relations and regional cooperation in the structure of the city administration; the activities of the Permanent Mission of the Republic of Crimea to the President of the Russian Federation and the "Business and Cultural Center of the Republic of Crimea" subordinate to him are designated. The dynamics of the main indicators of the results of the Yalta International Economic Forum (Yalta, the Republic of Crimea) as a unique non-economic tool for the development of the regional economic space is analyzed, special attention is paid to a sample of foreign forum participants from among business representatives. It was noted that the development of inter-municipal cooperation is facilitated by the conclusion by the region of relevant bilateral agreements on trade, economic, scientific, technical and humanitarian cooperation with the Republic of Abkhazia and the Republic of South Ossetia, which is facilitated by the territorial proximity of states, the joint development of a number of economic sectors (agriculture, science and education); at the same time, the economic ties that developed in the Soviet period received a new development under the conditions of economic constraints (processing industry, transport). Prospects for interaction of the Republic of Crimea with the municipalities of the countries of the Caucasus region, as well as the territories of the Near and Middle East (Syrian Arab Republic and Islamic Republic of Iran).
