IMPERATIVES OF SOLVING PROBLEMS OF CERTIFICATION AUTHORITIES’ BUSINESS PROGRESSIVE DEVELOPMENT

Abstract

As domestic industry adapts to market conditions, the control function regarding the conformity assessment of products quality parameters with safety requirements and technical regulations was mainly transferred to private companies. Today, more than 1220 enterprises and organizations work in the field of conformity assessment, largely demonstrating unsatisfactory financial results, which calls into question the economic efficiency of such a business, however, as well as the feasibility of commercial activities in the field of product parameters technical control related to human safety. Against this background, discussions continue on why the state has resigned its responsibility to ensure consumer safety, whether such a sensitive area can be a business, and how to prevent the control commercializationimpact on the integrity of conformity assessment, which has actually become a subject of sale. The same idea is suggested by the fact that, for example, more than 50% of conformity assessment bodies in the field of railway transport have state accreditation revoked or suspended. Meanwhile, the practice of some certification authorities acting as leaders of this market is not controversial and is based on decisions that ensure the high quality of their results. The purpose of this article is to find answers to questions: Is conformity assessment a business itself? What are its main features? What needs to be done to ensure the progressive development and sustainability of this sphere of activity, on the results of which the economy saturation with new sought-after industrial products, that meet the requirements adopted in developed countries, depends?
