PRIORITIES OF STATE POLICY REGARDING THE STRUCTURAL CHANGES IN RUSSIAN INDUSTRY

Abstract

Conducting economic activities in modern conditions of the world economy globalization, as well as the transformation of socio-economic systems both on the scale of the national economy and at the level of individual industries, territories and economic entities requires the implementation of adequate and timely industrial policy, including public policy, the complex of measures which should be aimed at ensuring high-tech, innovative, environmentally oriented structural changes in industry. The article presents the results of studying the production structure, investments in fixed capital and export of Russian branches of industry, which indicate the projected preservation of destructive changes in the national economy. The following research tasks have been consistently solved: a comparative analysis of the current industry structure in Russia, Germany and the USA (the calculated values of the sectoral structure optimality coefficients indicate a bias towards the extractive sector of domestic industry); statistical data, reflecting structural changes in the development of Russian industrial sector, exports and investment process for the period 2015-2020, in general characterized as destructive processes, have been analyzed; the main problematic aspects of the investigated field have been identified. The priorities of the state policy regarding provision of structural changes in Russian industry have been defined: overcoming structural deformations in non-resource industries, caused by insufficient investment activity, significant level of fixed assets wear, high energy and resource intensity; activation of investment activity in manufacturing industry; increasing energy security level of non-resource industries enterprises; ensuring growth of the domestic mechanical engineering investment attraction and development.
