DEVELOPMENT OF AN ORGANIZATIONAL AND ECONOMIC MECHANISM FOR MANAGING ENTERPRISES OF THE INVESTMENT AND CONSTRUCTION COMPLEX OF THE CHECHEN REPUBLIC

Abstract

The use of innovative technologies is the defining direction of development of the construction complex enterprises as a driver of the regional economy in modern competitive conditions, which is associated with the need to attract additional sources of all types of resources (material, financial, human), and in combination with other features, the functioning of the construction industry dictates the need to form a new organizational and economic mechanism for managing enterprises of the investment and construction complex, which would be aimed at accelerating the development of construction organizations both in the Chechen Republic and in Russia as a whole. It has been proved that the management mechanisms of the construction complex, based on the methods of developing strategic plans for the region development, have gradually given way to methods of program-targeted management, which to this day demonstrate their high efficiency due to the possibility of concentrating all types of resources to achieve the final program objectives for the territories development. It has been found that a stagnation situation is observed in the development of the construction complex of the Chechen Republic, due to the reluctance of the authorities to abandon the rigid principles and management methods of the recovery period centralized planning and the need for an accelerated transition to market management methods that can significantly increase the efficiency level. The problem is compounded by a series of economic crises and digital transformation of all spheres of life. It is proved that on the construction industry market, with the active participation of state bodies, a new institution of self-regulation of construction activities has been formed, which has turned into an effective tool for interaction between the state and civil society, represented by professional public organizations. A new organizational and economic mechanism for managing enterprises of the regional investment and construction complex is proposed, based on the idea of creating a leader in the construction industry on the construction industry market of the Chechen Republic by uniting a number of medium and small enterprises on a contractual basis, as well as educational institutions, such as the Grozny State Oil Technical University – the Chechen Regional Construction Corporation, which will produce a synergistic effect on the construction industry market not only in the Chechen Republic, but also in the entire North Caucasus.
