THE STATE AND PROBLEMS OF WORKING LIFE OF THE EMPLOYED POPULATION IN RUSSIA: AN ANALYSIS OF SOCIO-ECONOMIC INDICATORS

Abstract

Putting human capital at the forefront of socio-economic policy drastically changes the requirements for the institutional environment, business climate, strategy for developing the advantages of a working person, preserving his basic qualities, first of all, health and work motivation. Therefore, the problem of quality of working life of the employed population becomes the most important one in the socio-economic and universal terms. To assess the quality of working life at the regional level, it is suggested to use a certain set of statistical indicators that reflect important indicators of working life quality – stability of a workplace, citizens’ material well-being, working conditions and safety. The purpose of this study is to analyze the system of parameters of working life quality to assess the level of economic development, i.e. to determine to what extent the current estimated economic model is capable of meeting modern standards of the working life quality. Data of the Federal State Statistics Service, documentary sources of federal and regional authorities have been used as information base of the research. The analysis of indicators of the system for assessing the working life quality of the employed population of Russia for the period 2005-2019 according to the key criteria defined by the author has been carried out. It is noted that a number of positive tendencies in Russian labour economy are emerging, including an increase in employment level, a decrease in the level of registered unemployment and load of unemployed population per vacancy, a decrease in occupational injuries (both general and fatal), a decrease in the number of labour legislation violations; however, the situation in the field of labour conditions provision still remains unfavourable. The practical significance of the research consists in obtaining information about the qualitative level of the components of working life quality in Russia, which allows taking the results obtained into account when developing managerial decisions in the field of labour activities activation.
