PUBLIC-PRIVATE PARTNERSHIP IN THE FIELD OF INFORMATION AND COMMUNICATIONS TECHNOLOGIES IN DOMESTIC AND FOREIGN PRACTICE: SPECIFICITY AND DYNAMICS OF DEVELOPMENT
Abstract
The digitalization of the economy, as one of the most relevant areas of the socio-economic development of the state, requires significant financial investments from the latter. Therefore, the development of public-private partnership in the field of information and communication technologies is a real tool for solving the problems of financing this area. The purpose of this research is to study the main distinguishing features when implementing projects based on public-private partnerships in the field of information and communication technologies by studying the accumulated domestic and foreign experience, taking the features of the economy and legislation of the countries, where such projects are being implemented, into account. The theory of public-private partnership and project management have become the theoretical and methodological basis of the study. The study identifies the main areas within which the interaction between government and business in the field of information and communication technologies is implemented. The periodization of the development of forms and objects of partnership between business and government in the field of information and communication technologies in world and domestic practice has been carried out. A quantitative and deep meaningful analysis of projects of interaction between the state and business in the field of information and communication technologies has been carried out, which has made it possible to determine the presence of specific features inherent in public-private partnership projects in the area under study, such as a short implementation period and low cost of projects, as well as them being focused on solving tasks in other sectors of the economy. An analysis of the common forms and models of interaction between the public party and private investors in information and communication technologies, as well as the specifics and features of this interaction, has made it possible to substantiate the need and expediency of further expansion of public-private partnerships as a way to attract private investment in socially significant projects in the field of information and communication technologies.
