FORMATION OF A MODEL OF A REGIONAL INNOVATION AND ANALYTICAL CLUSTER (THINK TANK)

Abstract

The task of innovation development of Russia, facing the country today, makes it urgent to search for those socio-political factors that could become initiators and growth points of innovation development, and those institutions that could be most effective in the emergence and promotion of innovation in the socio-political sphere. The emergence of modern think tanks with experts in various fields, if they are not funded by the state or business, would make it possible to relatively better deal with the problems faced by a region, country or global society. But the question, that needs to be studied, is how such think tanks can exist. The purpose of this study is to design mechanisms for the functioning of a regional innovation and analytical cluster (think tank). The authors based their research on the method of project modeling, which is used to represent objects, phenomena and connections between them that have not been implemented yet. The result of the research is the “Formation of a university think tank model for the study of human potential of Tambov Region and Central Federal District” project, which will allow stakeholders to solve short-term and long-term plans for further development of the chosen sphere, and the region will get new points of innovation growth. Practical significance of the research lies in the possibility of creating an innovation and analytical cluster in the Tambov region in accordance with the proposed model. The project for the implementation of this model is proposed.
