THE ESSENCE OF THE CONCEPT OF "HUMAN RESOURCES"
Abstract
The paper presents a study in which a theoretical analysis of the concepts of "human resources," "human capital," and "human potential" was conducted, considering various scientific approaches to defining their essence both in historical and modern contexts. The author analyzed the evolution of these concepts, starting from their early references in classical economic works to contemporary theories. The study identified changes in the understanding of the role of human resources, emphasizing their crucial significance in the modern world. This analysis provides a better understanding of the evolution of human resource management and its importance for socio-economic development. The author identified shortcomings in the interpretations of these concepts by Russian scholars, primarily related to inconsistencies and incomplete consideration of methodological aspects in their works. Furthermore, the study revealed a connection between the concepts of "human resources," "human capital," and "human potential," highlighting that human capital and human potential are integral components of human resources. This allows viewing human resources as a holistic system with specific properties that are subject to management and development. Based on the results of the analysis, the author proposes a clarification of the interpretation of "human resources", the application of which will allow presenting a unified interpretation that clearly reflects the interrelationships between the concepts mentioned, and implies the use of both human resources and human capital and human potential as integrated constituent elements in the development of strategic goals and objectives of public policy in this area. At the same time, the result emphasizes the importance of improving conceptual clarity and systematicity in research in this area.
