KNOWLEDGE ECONOMY IN THE REGIONAL AND WORLD ECONOMY: THEORY, ASSESSMENT METHODS, DEVELOPMENT FACTORS
Abstract
In the conditions of technological modernization, achievement of technological sovereignty, digitalization, the importance of research on the impact of the knowledge economy on regional development and the global economy is growing. Modern research confirms the high and growing importance of the regional environment in the new economy, and researchers point out the diversity of Russian regions in the success of creating a knowledge economy. The article presents a systematic study of theoretical, methodological and applied issues of knowledge economy formation in the global and regional economy. The factors contributing to the deployment of knowledge economy in the regions are highlighted. On the basis of systematization of Russian and foreign scientists' researches the key factors contributing to the development of knowledge economy and the problems of its formation are identified. As a result of analyzing the methods of assessing the impact of the knowledge economy, branches of the new economy on the economic growth of regions and countries, considering the ways of ranking Russian regions by the level of development of the knowledge economy, it is concluded that different systems of indicators of the knowledge economy development are used depending on the purpose of the study. It is important not only to analyze the statistical indicators, the dynamics of their changes, the identification of interdependencies, but also to study the problems of deployment of the knowledge economy on the basis of the analysis of the results of questionnaire survey of enterprises and organizations belonging to the sphere of knowledge economy. The changes in the conditions for the development of knowledge economy in the regional environment (on the example of the Novgorod region) have been assessed. The measures of venture capital market development in the Russian Federation in order to expand the sphere of knowledge economy are highlighted.
