PERSONNEL DEVELOPMENT AS AN IMPORTANT ELEMENT OF A MODERN HUMAN RESOURCE MANAGEMENT SYSTEM

Abstract

The article considers some theoretical aspects of the issues of personnel development and personnel training in a modern organization. The authors emphasize the importance of ensuring the effectiveness of the organization personnel training and development processes to ensure its competitiveness and adaptability to the rapid changes in the external environment. Different scientists’ approaches to defining the “personnel development” concept are considered, the purposes of the given process from the organization’s and employees’ points of view are defined. Personnel training and development goals are achieved by developing necessary competencies, which include hard skills and soft skills, or transprofessional competencies. The article describes the importance and role of each group of skills in the system of personnel development, the requirements for the presence and level of soft skills and hard skills depending on the employee’s post level. It has been determined that in the modern world, in the context of a rapid change in technology, the formation of soft skills among employees is of particular importance, for which a special attention is paid to considering this concept, identifying the skills that form this group. An integrated customer-centric Run-Change-Disrupt business model implemented in Sberbank is presented, which can be used to implement a transprofessional approach to training for each way of employees’ thinking. The article gives a brief overview of methods used for personnel training and development, approaches to forming a system of personnel training and development in terms of training priorities at the workplace or off-the-job. In the conclusion, the main trends typical for the personnel development and training system are formulated, including those caused by the COVID-19 pandemic.
